Our January 20th - 23rd annual meeting of distance/digital learning policy provided a week of complimentary webinar sessions focused on the most serious challenges facing the industry with respect to education and training.
Public Policy Resources
There are dozens of public policy issues related to digital/distance learning near and dear to the hearts of the USDLA Board of Directors and its members. Our most recent focuses include:
- The impact of Artificial Intelligence (AI) within education
- The dismantling of the Department of Education
- The lack of US distance/digital learning preparedness in our K-12 schools
- Workforce development pertaining to micro credentialing and re-training our workforce
- How to make more secondary education more accessible through digital/distance learning
The United States Distance Learning Association (USDLA) has been helping to shape public policy for over 3 decades with respect to digital and distance learning. Each year, USDLA hosts a free virtual series of webinars meant to bring awareness to the policies on the table in Washington, DC that could impact distance/digital learning.
Our 2026 Public Policy Week was held January 20th - 23rd and discussed a range of topics at top of mind to begin the year. Our team is constantly getting updates from trusted sources and experts throughout the year, so be sure to view the recordings to hear from experts on the educational policies shaping our country.

Day 1: Tuesday, January 20, 2026
- Rob Robinson
Presenter: Rob Robinson, Senior Strategist and COO, The Hardy Group
Rob Robinson, Ph.D. is a Senior Consultant and COO with the Hardy Group, a boutique consulting
firm specializing in helping institutions and organization deliver quality online programing. Rob recently served as Senior Director for Strategic Initiatives at Anthology, an educational technology company. In this role, Rob worked directly with colleges and universities on strategic issues. From 2012 to 2021 he was Senior Principal Strategy Consultant at Civitas Learning where he worked with colleges and universities to help them leverage data analytics to further their mission of student success, with a specific focus on change management and institutional culture. Before joining Civitas Learning, Rob was a Principal Strategist at Blackboard, a position in which he provided strategic consulting services to higher education clients in the US and abroad. Between 2010 and 2012, Rob served as Assistant Vice Provost for Educational Technology at the University of Texas at San Antonio where he led online and hybrid course development and supported faculty and staff across the institution. From 1999 until 2010, Rob was a key leader with the University of Texas System TeleCampus, a large-scale, System-wide organization supporting fully online degree programs, many of which were inter-institutional collaborative programs. Prior to that, Rob spent many years working in various technology roles within higher education institutions. Rob holds a Ph.D. in Higher Education Administration and a B.S. from UT Austin, and earned his M.B.A. at St. Edward’s University. Rob is a member of the Board of Directors of the United States Distance Learning Association, and recently served as a member of the Board of Trustees at La Roche University in Pennsylvania for six years.
Abstract: Artificial intelligence is transforming teaching, learning, and assessment in higher education, but regulatory guidance has struggled to keep up. This session provides a concise overview of the emerging policies shaping institutional use of AI, including federal expectations around “regular and substantive interaction,” academic integrity concerns, data privacy obligations, accessibility requirements, and the limits of automated grading and instructional support. The presentation highlights the most pressing compliance risks—such as undisclosed AI use, bias in algorithmic tools, and inadequate student protections—while identifying opportunities for responsible innovation. In addition to the federal and state regulatory environments, institutional policies must be adopted or revised to enable safe AI use across all departments.

Cheryl Dowd directs the activities of State Authorization Network (SAN), including coordination of staff addressing interstate policy and compliance as well as other ancillary compliance issues. Additionally, she serves the overall WCET membership in addressing emerging and special regulatory issues related to digital learning in postsecondary education.
Cheryl is a contributing author for a guidebook for understanding the legal basis for State and Federal compliance for activities of post-secondary institutions, State Authorization of Colleges and Universities. USDLA awarded Cheryl the 2024 Eagle Award for demonstrating unique leadership in the public policy arena and a long-standing record of educational technology support as well as the support of the USDLA mission, which includes serving the needs of the distance learning community by providing advocacy, information, networking, and opportunity.
Cheryl earned her Juris Doctorate from the University of Richmond, a master’s degree in criminal justice from Bowling Green State University, and a bachelor’s degree in political science from James Madison University.
Abstract: Join us for this session to unpack the often-overlooked requirements that are beyond institutional approval through SARA or state-to-state authorization, including state-level program approvals, interstate employment considerations, and even addressing global activity compliance responsibilities.
Many institutions assume that participation in SARA or, in California’s case, state-to-state institutional approval, fully determines their out-of-state compliance obligations. In reality, SARA and state-to-state authorization address the broader institutional approval, but the complete package of compliance requirements does not stop there for institutions to manage when participating in interstate activities.
We will connect these additional obligations with federal expectations for Title IV eligibility, emphasizing the importance of clear student location policies and distinguishing federal professional licensure disclosure requirements from state program-approval rules. The session will conclude with a forward-looking discussion of recent state shifts and anticipated regulatory changes that all institution, yes, even those in California, should be tracking now.

Day 2: Wednesday, January 21, 2026
Presenter: Sandy Wagner, Associate Professor, Academic Distance Learning Specialist, Continuing Education Professionalization Programs, Defense Language Institute Foreign Language Center
Abstract: Sandy Wagner brings a multitude of perspectives and expertise to the language learning process, incorporating primarily linguistic competence, teaching experience, and technology applications into the development of language proficiency. She earned a Master's in instructional design and online learning from the University of Phoenix and a BA in French Education from University of Illinois Urbana-Champaign

Presenter: Alexandra Salas, Delmarva Digital Learning Association
Alexandra Salas, PhD, is an edu-preneur and the founder and CEO of the DelMarVa Digital Learning Association, a nonprofit dedicated to expanding education access, futures literacy, and innovation. With more than 20 years of cross-sector experience, she specializes in student success, digital learning strategy, and organizational transformation across universities and mission-driven organizations. Dr. Salas brings a cross-cultural, future-focused lens to program design, leadership, and systems thinking. An engaged author, speaker, and consultant, her work spans board service, teaching, wellness education and global collaboration with research interests in futures literacy, organizational leadership, and global education.
Abstract: Futures literacy—the ability to imagine and use the future for decision-making—offers a transformative lens for rethinking how education systems plan, innovate, and adapt. In a world shaped by rapid digital acceleration, shifting workforce needs, demographic change, and growing concerns around equity and access, traditional policy cycles are no longer enough. Futures literacy equips educators and policymakers with tools to anticipate emerging challenges, test multiple possible futures, and design flexible, future-ready policies that support all learners.
This session explores how futures literacy can strengthen education policy by promoting long-range planning, encouraging inclusive and equity-centered decision-making, and expanding our capacity to navigate uncertainty by engaging together in inquiry that leads to proactive innovation.
Day 3: Thursday, January 22, 2026
Presenters: The Rendon Group - Rick Rendon
Rick Rendon, Senior Partner and Co-Founder of The Rendon Group, has been providing strategic communications counsel to governments, corporations, unions, and non-profits for over 35 years. He has worked with leading executives from the government, business, and non-profit sectors. Presidents, Prime Ministers, Cabinet Secretaries, Ministers, CEOs, and Executive Directors have all benefited from his counsel.
Mr. Rendon has helped create and manage more than 100 statewide public awareness and education campaigns in Massachusetts and around the nation. These campaigns have addressed a wide variety of issues including environmental protection, public safety, public health, social justice, public diplomacy, and youth violence prevention. Mr. Rendon has extensive experience in campaign coordination and management. From strategic messaging to coalition building to paid, free, and social media coordination, to grassroots organizing and special event production, Mr. Rendon specializes in developing and delivering effective and impactful campaigns.
Mr. Rendon takes great pride in several of the youth campaigns TRG has created and implemented. From the internationally recognized young women’s leadership program, Women2Women, which empowers emerging female leaders to believe in themselves and make a difference in their communities, to the school-based racial harmony program, Team Harmony, which engages middle and high school students to stand up to all forms of hate, Rick believes in the power of future generations to bring about positive change in our world.
To date, Mr. Rendon has provided counsel to more than 150 organizations and clients in over 25 countries worldwide.

Presenter: Ben Cecil, Deputy Director of Higher Education Policy, Third Way
As a Deputy Director of Higher Education Policy at Third Way, Dr. Cecil works to expand the conversation of value, return on investment, accountability, and quality in American higher education. His work at Third Way emphasizes the importance of institutional accountability, student affordability, transparency, and student debt. He oversees Third Way Education's public opinion research portfolio, working with external partners to uncover Americans' and voters' perceptions of today's higher education system. He earned his Ph.D. in Higher Education from the Louise McBee Institute of Higher Education, University of Georgia.
